Stone Creek Crossing up to $2 million in property tax reimbursements

SAN MARCOS — The city has approved giving an additional $4 million in tax reimbursements to a retail project in San Marcos after the company said the economic downturn threatened completion of the 550,000-square-foot project.

The City Council voted in September 2007 to give Stone Creek Crossing up to $2 million in property tax reimbursements for five years through an economic development grant based on performance. Last week , the city agreed to throw in $4 million more in sales and property tax incentives. In exchange, Stone Creek developers have agreed to build a movie theater, concert hall or other type of entertainment venue at the site, located at Interstate 35 and McCarty Lane.
The center will include a Super Target, a J.C. Penney and a Bealls. San Marcos City Manager Rick Menchaca said that had the city not amended the agreement, the development would still have progressed but possibly without a natural area incorporating Cottonwood Creek.

Menchaca said the land, where building is already under way, has costly drainage problems that deterred other developers in the past. He also said the company was facing higher steel and concrete costs than predicted.

Under the new agreement, the city will keep 20 percent of the property tax payments and give Stone Creek developers any sales tax revenue above $500,000.

If sales tax revenue exceeds $1 million, the city and the developers will split the money.

David Neher , vice president of Direct Development, Stone Creek's Austin-based developer, did not return a call for comment.

The city can afford the extra cash in the coming years in the current economy, Menchaca said: A similar agreement in which the city agreed to give $3 million in reimbursements to San Marcos Factory Shops/Prime Outlets to expand and renovate Prime Outlets has already produced more sales tax revenue than projected.

About half of San Marcos' $39.6 million general fund comes from sales tax revenue, about 60 percent of which is generated at the outlet malls.

The city will complete reimbursements to the mall developers this year, one year ahead of schedule.

The Stone Creek and outlet mall sales and property tax breaks are the only such agreements San Marcos currently has, Menchaca said.
"We look at it as an investment," he said.

San Marcos' sales tax revenue increased 9 percent in August, the most recent month reported, over the previous year. The city relies on sales tax for just under half of its income.

City of Austin voters will decide Tuesday whether to prohibit the city from giving tax incentives to projects or developments that include retail and to stop payment on current agreements.
Austin has only one such agreement with a retail development; the performance-based economic development grant for the Domain is worth up to $57 million over 20 years.

Tanger Factory Outlet Centers, Inc. today reported funds from operations available to common shareholders ("FFO"), a widely accepted measure of REIT performance, for the three months ended September 30, 2008 increased 9.4% to $0.70 per share, or $26.5 million, as compared to FFO of $0.64 per share, or $23.9 million, for the three months ended September 30, 2007. For the nine months ended September 30, 2008, FFO was $64.4 million, or $1.70 per share, as compared to FFO of $67.4 million, or $1.80 per share, for the nine months ended September 30, 2007.

FFO for the nine months ended September 30, 2008 was impacted by a previously announced $8.9 million charge relating to the settlement of $200.0 million in 10 year US Treasury locks, as well as a $406,000 prepayment premium associated with the early extinguishment of debt. Excluding these two non-recurring charges, FFO for the nine months ended September 30, 2008 would have been $1.94 per share, representing an increase of 7.8% compared to the nine months ended September 30, 2007.

For the three months ended September 30, 2008, net income available to common shareholders increased 26.9% to $8.9 million or $0.28 per share, as compared to $7.0 million, or $0.22 per share for the third quarter of 2007. Net income available to common shareholders for the nine months ended September 30, 2008 was $14.3 million, or $0.45 per share compared $13.9 million, or $0.44 per share for the first nine months of 2007. Net income available to common shareholders for the nine months ended September 30, 2008 was also impacted by the non-recurring charges described above.

Net income and FFO per share amounts above are on a diluted basis. FFO is a supplemental non-GAAP financial measure used as a standard in the real estate industry to measure and compare the operating performance of real estate companies. Financing Activities and Balance Sheet Summary
On October 23, 2008, Tanger was upgraded by Standard and Poor's Ratings Services from BBB- to BBB, making it one of only two REITs to receive a ratings upgrade this year. The company also currently maintains an investment grade rating with Moody's Investors Service of Baa3.
On June 11, 2008, Tanger closed on a $235.0 million unsecured three year term loan facility. The facility bears interest at a spread over LIBOR of 160 basis points, with the spread adjusting over time, based upon the debt ratings of the company.

On June 26, 2008, the company used proceeds from the term loan to repay its only remaining mortgage with a principal balance of approximately $170.7 million two weeks ahead of its optional prepayment date. As a result of the repayment of this mortgage, Tanger's entire portfolio of wholly-owned properties is now unencumbered. The remaining proceeds of approximately $62.8 million, net of closing costs, were applied against amounts outstanding on the company's unsecured lines of credit and to settle two treasury based interest rate lock protection agreements.

On July 9, 2008, Tanger entered into a LIBOR based interest rate swap agreement, which effectively changes the floating rate of interest on $118.0 million of the unsecured three year term loan facility to a fixed rate of 5.21%. The interest rate swap agreement expires on April 1, 2011. Subsequently, on September 25, 2008, the company entered into an additional LIBOR based interest rate swap agreement, which effectively changes the floating rate of interest on the remaining $117.0 million of the unsecured three year term loan facility to a fixed rate of 5.30%. This interest rate swap agreement also expires on April 1, 2011.

As of September 30, 2008, Tanger had $783.3 million of debt outstanding, equating to a 31.2% debt-to-total market capitalization ratio. The company had $149.5 million outstanding on its $325.0 million in available unsecured lines of credit, and approximately 81% of Tanger's debt was at fixed interest rates as of September 30, 2008. During the third quarter of 2008, Tanger continued to maintain a strong interest coverage ratio of 3.92 times, compared to 3.40 times during the third quarter of last year.

Portfolio Operating Results
During the first nine months of 2008, Tanger executed 351 lease documents, totaling 1,521,000 square feet within its wholly-owned properties. Lease renewals accounted for 1,040,000 square feet, or 77.0% of the square feet which was scheduled to expire during 2008, and generated a 17.6% increase in average base rental rates on a straight-line basis. Base rental increases on re-tenanted space during the first nine months of 2008 averaged 43.8% on a straight-line basis and accounted for the remaining 481,000 square feet.

Same center net operating income increased 4.7% for the third quarter of 2008 and the first nine months of 2008 compared to the same period in 2007. Excluding two properties undergoing major renovations, reported tenant comparable sales per square foot for the rolling twelve months ended September 30, 2008 were up 0.3% to $341 per square foot, compared to $340 per square foot for the twelve months ended September 30, 2007. Sales were impacted by the general weakness in the U.S. economy, as well as severe weather and hurricanes during the third quarter of the year.

Investment and Other Activities
In Washington County, south of Pittsburgh, Pennsylvania, Tanger held a very successful grand opening celebration of its second center in the state on August 29, 2008. The first phase, totaling 370,000 square feet, was approximately 86% leased upon opening. The Washington County center is wholly owned by Tanger.

On October 23, 2008, Tanger held the grand opening of its center in Deer Park (Long Island), NY. The initial phase which contains approximately 656,000 square feet of retail space and 26,000 square feet of office space, opened to huge crowds and parking lots filled beyond their capacity. The retail space at the Deer Park center was approximately 77% leased upon opening. The Deer Park property is owned through a joint venture of which Tanger and two venture partners each own a one-third interest.

Based upon the tremendous response by customers at both of these centers' grand opening events, the company feels confident additional tenant interest in the remaining available space will remain high and additional signed leases for both properties will be completed during the first year stabilization period.

Tanger has entered into purchase options on new development sites located in Mebane, North Carolina and Irving, Texas. Tanger is continuing with its predevelopment work at these locations. However in October, 2008, Tanger made the decision to terminate its purchase options with respect to its potential sites in Port St. Lucie, Florida and Phoenix, Arizona. As a result, Tanger will be taking a charge of approximately $1.8 million relating to its predevelopment costs on these projects during the fourth quarter of 2008.

Tanger Elects New Board Member
At its meeting on October 28, 2008, the Nominating and Corporate Governance Committee of the company's Board of Directors recommended, and the Board of Directors approved, that the number of directors be expanded from six members to seven members, and that Ms. Bridget Ryan Berman shall serve as independent director of the company effective January 1, 2009 until the next Annual Shareholders Meeting.

Ms. Berman was formerly the Chief Executive Officer of Giorgio Armani Corp., the wholly-owned US subsidiary of Giorgio Armani S.p.A., one of the leading fashion and luxury goods groups in the world, from 2006 to 2007. Previously, she was Vice President/Chief Operating Officer of Apple Computer Retail from 2004 to 2005 and held various executive positions with Polo Ralph Lauren Corporation, including Group President of Polo Ralph Lauren Global Retail, from 1992 to 2004. Ms. Berman also served in various capacities at May Department Stores, Federated Department Stores, and Allied Stores Corp. from 1982 to 1992. In addition, Ms. Berman was a member of the board of directors, and served on the audit committee for J. Crew Group, Inc. from 2005 to 2006.

Samsonite Aims to Add $100 Million to Sales With Footwear Unit

Oct. 29 (Bloomberg) -- Samsonite Corp., the luggage maker owned by CVC Capital Partners Ltd., plans to add about $100 million to revenue in the next five to six years through a new shoe-making unit, Chief Executive Officer Marcello Bottoli said.

``Our strategy aims at building up our brand with products related to traveling,'' Bottoli said yesterday in an interview in Milan, where Samsonite presented its shoes. The company is in talks with potential partners for eyewear and watches, he said.

Samsonite, the world's largest luggage maker, plans to open 180 stores, including franchises, this year and will add about 100 outlets in 2009 to keep sales growing as economies weaken, the CEO said. The global financial crisis is only just beginning and will take ``two to three years'' to pass, he said.

``We haven't seen anything yet,'' said Bottoli, who is based near London. Samsonite began cutting costs in July to become ``slimmer and more competitive during hard times,'' while maintaining investments on its brands and products, the CEO said.

Revenue will show ``modest growth'' next year, according to Bottoli, who forecast sales of about $1.3 billion in 2008.

``We're being conservative with our estimates given the general economic situation,'' he said.
The Mansfield, Massachusetts-based luggage maker may make acquisitions should opportunities arise, the CEO said, adding that Samsonite may spend as much as $400 million on takeovers.
The new footwear unit will be headed by Velimir Soskic, a former executive at Geox SpA, the Italian shoemaker that patented ventilated soles. The company already sells a limited collection of shoes, mainly in Italy.

Advertising Campaigns
Samsonite, which has about 1,000 stores, will also distribute the footwear through wholesaling, the CEO said. The collection will initially be available in Italy, Germany and other European countries such as Spain.

The introduction of footwear will be supported with advertising campaigns and marketing initiatives, Bottoli said. Actress Isabella Rossellini, French actor Jean Reno and Virgin Group Ltd. founder Richard Branson have appeared in Samsonite's commercials, according to the company's Web site.

Samsonite competes with luxury companies such as LVMH Moet Hennessy Louis Vuitton SA after adding the Black Label range three years ago to spur growth and create more allure for the brand. Tanger Outlets opens The Arches in Deer Park

Beyond the black top and the Stop & Shop, Italian villas and European seaside towns are the inspiration for a reality starkly different from this particular stretch of Commack Road in Deer Park.
Like a Hollywood backlot, the new Tanger Outlets at The Arches is taking shape as a retail village unto itself, with a network of walkways on 83 acres connecting a series of smaller piazzas and buildings, each accented with façades of multicolored pastel patterns, terra-cotta tile roofs, columns and corner stones. The idea behind the project - the first regional mall of its size to be built in three decades - is to merge upscale sensibilities with outlet center discounts in a tourist shopping destination that also works as a local community hub.
With a price tag of about $440 million, the 800,000-square-foot outdoor mall is an ambitious project of designer outlet stores poised to open its doors on Thursday. Even as the country heads into a worsening economy, the project's developers said that they are opening at an opportune moment.
"The overriding theory or business model is very simple," explained Steven B. Tanger, president and chief operating officer of Tanger Factory Outlet Centers Inc. "In good times people like a bargain and in not so good times they need a bargain. In the outlet centers, they get it either part of the cycle."
Retail experts also expect that The Arches, which has been four years in the making, will do well as the overall economy continues to slide and shoppers become increasingly focused on finding bargains. They also said such a large outdoor mall and lifestyle center is likely to draw customers from the several competing malls located less than 22 miles away as well as its sister outlet center 35 miles east in Riverhead. But some argue that the Island's first Neiman Marcus outlet and a 16-screen digital cinema that has an IMAX theater make the mall a distinct attraction. Others said The Arches could bring other shopping centers and malls more exposure by pulling shoppers from Nassau and New York City's boroughs, and tourists.
"I think those shopping centers will benefit tremendously from the added traffic this project will bring," said Stu Fagen, director of acquisitions at the Alrose Group in Woodmere. "They are going to see customers who would not normally visit them and they may possibly draw in customers who don't want to wait on line at restaurants at The Arches, so they will get overflow, especially the restaurants."
For years, there have been concerns that the increasing number of shopping centers on Long Island could result in the cannibalization of existing retail centers. A 2006 study released by the Suffolk County Department of Planning revealed that the county's per capita of shopping center space then was 25.2 square feet per person, more than double the 1970 figure of 11.3 square feet per person. Though executives in the commercial real estate sector continue to say that Long Island is under-retailed compared to the rest of the country, the economic downturn - and The Arches' uniqueness as a destination location - may have changed county officials' perspective.
"One of the things our planning department has been saying is that Suffolk County is over-retailed, and I don't dispute that," said Jim Morgo, Suffolk's chief deputy county executive. "However, this particular destination location almost exists on a different level, and there is a reason that now it is a particularly fortuitous happening for Suffolk County."
The county, which saw 7 to 8 percent sales tax revenue increases in the 1990s, lowered its forecast of its 2008 sales tax revenue increase from 2 percent to 1 percent. About half of the county's budget - about $1.2 billion - comes from sales tax revenues. County officials see Tanger's Deer Park shopping center as a potential infusion of much-needed sales tax money. Morgo also points out that much of that money will be generated from people coming from outside Suffolk County.
"It should be a shot in the arm for our economy because of the generation of sales tax and activity," Morgo said.
At The Arches, much attention has been paid to detail, and none of the 14 buildings is exactly alike, said David Blumenfeld, vice president of the Syosset-based Blumenfeld Development Group Ltd., which partnered with Tanger and Apollo Real Estate Advisors to build The Arches.
Tanger is also pursuing LEED certification - from the national Leadership in Energy and Environmental Design program - and has incorporated a number of environmental features and strategies, such as using automatic toilets and sinks to reduce water usage, and high-efficiency air conditioning and heating to reduce the cost of electricity. The Arches developers also redeveloped a brownfield, which was once the site of Edo Corp.'s defense electronics plant, and recycled more than 50 percent of its construction waste.
The architects used cast stone and Venetian plaster finish to give the center an "upscale" feel, said John Martin, an architect and The Arches' project manager from Adams & Associates Architecture, a North Carolina firm.
Shutters frame windows and street lamps line the pathways. Panes of almost translucent plastic stretch over some walkways, providing natural light while protecting shoppers from the elements.
One of The Arches' main attractions is the large central fountain, which will double as an outdoor ice skating rink come November and will feature a 60-foot Christmas tree. The mall's center court will have Wi-Fi access.
"Our intent is to create a place with a downtown feeling ... " Blumenfeld said. "We really feel that this will become a place people want to spend a Saturday and a Sunday."
The outdoor mall will open more than 70 percent occupied, with additional retailers expected to lease spaces in the coming weeks, said Curt Fickeisen, The Arches' general manager. And the developers are boosting transportation to the center. Long Island Bus has routed stops for three bus lines, and Tanger will provide a free shuttle bus to meet Long Island Rail Road trains arriving at the Deer Park station during mall hours.
The development of The Arches site faced resistance from local residents, some of whom still worry about the traffic such a regional outdoor mall will create. But Babylon Supervisor Steve Bellone noted that it also plays a significant role in the taxes that Town of Babylon residents pay. The Arches developers received a package of tax incentives, which includes a 60 percent cut in property taxes upon the mall's opening, to be gradually phased into full taxation after 10 years. But even with these incentives, the mall should bring more than $10 million in additional tax revenue, Bellone said.
"Economic development is critical because we need revenue, and we are concerned about the property tax impact on our residents," Bellone said. "In order to remain a vibrant and growing town, we have got to do everything we can to reduce the tax burden on our residents, and projects like this do it in a significant way."

Tanger Factory Outlet Centers

Spendless shoe stores all over the country

According to Adelaide shoe-man, John Charlton, who sold 5.1 million pairs last year alone, not only does the customer demand the right style, the right color, the right price and the right size – after all that they still must fit comfortably as well.

No wonder shoe sales staff get exasperated. In the backblocks of China, retail staff are often told off for slapping customers.

John Charlton, 51, is an Adelaide boy who, while doing a Phys Ed degree at Adelaide Uni, was a casual shoe salesman at David Jones. He got a name for it and after uni was invited to join a manufacturing business making upmarket mens shoes.

After a couple of years he became aware that Adelaide was the only city without an upmarket mens shoe store so he kicked off John Charlton Shoes in Regent Arcade to fill the gap – very profitably for a while.

One of his best customers was David Weeks, of the Weeks family who had set up a particularly successful Adelaide Hills based supermarket chain which was later sold to Coles Myer.

Weeks heard from a contact in Coles Myer that another of its businesses, Ezywalkin, a budget mass market shoe retailing outfit was losing money hand over fist and nobody was listening when he tried to tell them to copy what was happening in the US where a company called Payless was revolutionising shoe retailing.

After Weeks declined the opportunity to pick up Ezywalkin, Charlton and Weeks got together a joint venture with the business model Payless of the US. Payless had a mat for customers to figure out their size and the shoes were arranged in sizes and very easy to find and try on. Prices were low – what retailers call entry-point pricing.

The new Charlton/Weeks venture they called Spendless and opened the first store in jetty Road Glenelg in May 1988. Twenty years later Charlton has bought out Weeks and now runs 131 Spendless shoe stores all over the country bar Tasmania.

In the 20 years, the shoe business has been closed down in Australia apart from tiny niche players RM Williams and Rossi – even Blundstones has moved manufacturing to China.
“When I kicked off in 88, the shoe business was dominated by a big player in each state – Betts & Betts in WA for instance – and there were a lot of independent operators in SA such as Blacks and Factory to Foot that made it quite competitive.

“Our original intention was to build up around 10 stores in SA and leave it at that,” says Charlton but we found that in Queensland, for instance, there was a lazy big player and not much competition but plenty of money up there because everybody was moving there so we started up there and never looked back.”

WA was attacked at the same time, 1993, Victoria a year later and NSW was not breached until 2006.

“All the businesses are run from here – we own them all – and we have a staff of 600 all up.
Headquarters is the Stockland-owned Port Adelaide Distribution Park where Spendless has a 5000 sq metre warehouse and buying office which is the engine room of the empire.
Suzanne James runs the warehouse and distribution function where she’s in charge of 15 macho dude storemen who don’t look like they’d be all that receptive to a friendly mumsy type in charge.

But the place runs like clockwork. Two semi loads of shoes disappear out the door every day and 20 shipping containers arrive every week, unloaded quickly and cartons sorted, stored or distributed.

“I explain to the guys exactly what needs to be done and why it needs to be done carefully and simply so everyone knows exactly what’s going on,” Suzanne explains. “When they do things well they get praised, we talk about things a lot and I’m as nice to them as John is nice to me.”
Charlton says the business works because the customer culture reaches right back into the warehouse – getting the right carton to the right store at the right time is the only way the thing can work.

Spendless is an entry point retailer of shoes for the whole family with outlets in every Westfield shopping centre and other busy centres. It’s true to its name - shoes start at $19.95 and well-made fashion shoes are just $39.95.
The other essential ingredient is the buying group. Two senior buyers mentor two more junior staff – and all came up through the John Martins old style discipline of departmental buyers which Charlton remembers warmly.

Charlton gets mad when he sees poorly made hot fashion shoes hit the marketplace ahead of his own – and more expensive - but he knows he’s doing the right thing waiting for the rights stock from selected Chinese factories as customers rarely return after being sold a dud.
It’s a busy day at the Port Adelaide office as all the state managers are in town to talk about what’s hot in the world of “fast fashion”.

Sex in the City – the movie - has blasted off a worldwide scramble by young employed women to get into the stuff that Carrie and the girls wear in the latest romp. The tribal look with long lace-up leather for that gladiator look – best worn with the new wooden and roman bangles is killing it out there in the stores from Rockhampton to Roeburn and from Mildura to Mandurah.
“Our target customer is any Australian with feet earning $40,000 or less – which the ABS tells us is about 74 per cent of the country’s wage earners,” says Charlton. “With shoes at $20 and merchandised well, footwear has become an impulse buy.”

Spendless has plenty of competition, K-Mart, Target, department stores and boutiques across the country are all in that space, but Spendless is the only national retail chain – for just about anything – based in Adelaide.

In the markets where Spendless Shoes has been operating for 10 years or more (Vic, Qld, SA, WA, NT) approximately 9 per cent of footwear bought retail is from Spendless.
The average Spendless store serves around 40,000 customers a year and 50,000 in regional shopping centres. Almost half the turnover is generated from women’s fashion footwear.

The main attributes in the design of Bally are carpets, white armchairs and lamps. For MaxMara the representatives requested carpets, tables and flowers for decoration. They have already ordered all the details for the decoration and design of the MaxMara shop in Italy. As soon as the decorations arrive, the representatives will provide trainings to the consultants and so will open a MaxMara shop by the end of October.
“We will open MaxMara at the end of October. MaxMara is quite a varied and colourful brand. There will be a big choice of accessories. Daily sales of this brand should reach GEL 5-6 thousand, but this amount may increase considerably,” noted Iashvili.
MaxMara, also titled The House of MaxMara, is an upscale, luxury Italian women’s fashion house most famous for their dresses and haute couture clothing. It has spread over 20 labels under its name, however MaxMara’s luxury women’s wear remains the most widespread and profitable while its trendy, youth division Max&Co. is starting to gain international popularity as well.

“We consider all shops which work in our segment as our competitors,” said Iashvili.
Outlet was opened on June 1. All collections of previous collections from all shops of the trade network are moved to this shop where they are sold at sale prices of up to 75%.

Today Metekhi 2000 is the owner of Benetton for kids in Batumi on Zviad Gamsakhurdia Street 10, Benetton for youngsters on Zviad Gamsakhurdia 7, Sisley on Nodar Imnadze Street 3, and Benetton in Kutaisi. “From the very beginning we opened only one shop of Benetton in Batumi and today we possess two shops of Benetton and one shop of Sisley in Batumi and one shop of Benetton in Kutaisi,” Natela Tsulukidze, founder of Metekhi 2000, told The FINANCIAL.

“Since May 29 the citizens of Kutaisi have had the opportunity to become the customers of Benetton as we opened one shop there,” she added.

“When we opened the Benetton shop in Kutaisi, there were no other similar brands there. This is the first precedent in Kutaisi and we have given the residents there the opportunity to be the active customers of the popular brand. We are very satisfied with the working of the shop in Kutaisi as it has showed quite a big figure of sales,” noted Tsulukidze.

According to Tsulukidze, Sisley is for people who prefer a more classical style and Benetton for teenagers and those who like a sporty style.

Benetton is present in 120 countries around the world with a strong Italian character whose style, quality and passion are clearly seen in its brands: the casual United Colors of Benetton, the glamour oriented Sisley, Playlife American college style and Killer Loop streetwear.

The Group has a total yearly production of about 160 million garments and a distribution network of more than 5,500 contemporary stores, mainly managed by independent partners, generating a total turnover of over EUR 2 billion.

Established in 1965, Benetton is now controlled by Edizione Holding (a holding company wholly owned by the Benetton Family) with a 67% stake. It listed on the stock exchange in Milan in 1986.

“When we have a 50% sale in Benetton, we sell clothes amounting to between GEL 1,500 and 2,000 and in Sisley between GEL 2,000 and 2,500. And accordingly when there is no sale on daily sales are doubly increased,” said the founder of Metekhi 2000.

“I think that these two brands are very popular in Batumi and in fact we do not have any serious competitors despite the fact that many new brands have been opened in Batumi recently,” Tsulukidze told The FINANCIAL.

“We have offered sales to our customers in Benetton and Sisley at the same time twice a year in summer and winter. Sale prices start from 30% increasing to 40-50% and sometimes even 70%,” she added.

Brand Depot owner Canberra Airport will mount a fresh legal challenge next month against Direct Factory Outlet through the ACT Administrative Appeals Tribunal.

As thousands of shoppers attended DFO's grand opening in Fyshwick yesterday lawyers were revisiting the airport's arguments that DFO exceeds its retailing limit.

Retrospective legislation introduced by former ACT Planning Minister Simon Corbell to prevent commercial competitors from challenging planning approvals through the AAT blocked the airport's previous attempt to stop DFO's opening.

But airport managing director Stephen Byron said yesterday DFO's opening presented the opportunity to bring the legal fight to a head.

''The planning law says you cannot have more than 3000sqm of retail shops on the site. That is the issue we think is illegal and we want the court to determine that through the AAT.''
DFO declined to comment on the legal row. Mr Byron said DFO would be required to adhere to the Territory Plan and confine its trading to bulky goods.
''Thus, the retail shops that are in breach of the 3000sqm limit would be required to be replaced by DFO with complying bulky goods users.''

DFO's national property manager Jean Smith estimated 20,000 customers attended yesterday, well up from the expected 15,000 and a bigger crowd was expected today.
A handful of customers at Brand Depot were outnumbered by the shops.
Mr Byron said if the airport lost its challenge in the AAT and in the Supreme Court, which is due to hear the case early next year, Brand Depot would not close.

''The truth is you would only close Brand Depot if it wasn't trading well and if tenants weren't there.

''We have tenants and strong tenant interest. The question of discounting the rent is a question for another year. We're in good shape.''

DFO retailers had no trouble attracting customers yesterday but struggled with a lack of staff, calling in managers from sister stores in Canberra and Melbourne.
Chris Nolan owns two fashion stores in the new DFO and two each in Sydney, Brisbane and Melbourne. He will open two in Cairns's new DFO in November.

He was approached by rival outlets every week to open in other outlets and was twice approached by Canberra's Brand Depot.

''They were prepared to offer whatever it took to get me in. It was too late, I was already committed to DFO.''

He is looking for eight staff in Canberra.

Mr Nolan buys from manufacturers in China and excess stock from suppliers in Australia. His stock is six weeks older than what's offered in mainstream stores, but nearly 50 per cent cheaper.

The first customer through the doors, Boka Jovic of Queanbeyan, said she was looking for a job for her daughter, and for bargains.

A crowd gathered at 8.30am and swept through the main doors at 9.50am, while cars continued queuing along the entrance routes well into the morning.

Mr Byron said Brand Depot would suffer for six weeks, but was confident in knowing its market.
''Our customer base is mums, it's people doing it tough in Gungahlin and Tuggeranong.
''People who shop at DFO are the people who shop at the Canberra Centre and buy good brands and for a while they will get some of that cheaper.''

may be the summer of high gas prices, but that's not stopping hordes of shoppers from driving for hours--or in some cases flying across continents--to visit the world's best outlet stores. U.S.-based outlet stores generated $16.5 billion in 2007, says Linda Humphers, editor-in-chief of Retail Brand News, a journal published by the International Council of Shopping Centers, a New York-based trade organization.

Despite high gas prices, Humphers says that number is expected to top $17 billion this year. What's the appeal? These stores offer extraordinary discounts on high-end, high-quality goods. At the Marni outlet store in the suburbs of Milan, for example, those on the hunt for designer Consuela Castiglioni's intellectual, artsy clothes--from just last season--will find them marked down 50% or more. Christine Low, a fashion show director based in Beijing, says it's the only outlet in the world she frequents. "I am not a very patient shopper," she says, "but I end up spending more than two hours every time I am in Milan at the Marni outlet."And for shoppers looking to travel abroad this summer--especially those flying into the U.S. from Europe, the Middle East or Asia--outlets provide the ultimate "shopcation."Michele Rothstein, a spokesperson for Chelsea Premium Outlets--a network of outlet centers that carry primarily up-market, luxury goods--says that when some tourists from Asia visit the famed Woodbury Commons in Central Valley, N.Y., they get off the plane at JFK or LaGuardia, hop in a cab with three or four empty suitcases and simply say "Woodbury." It seems that everyone has a story about a disappointing trip to the outlet stores. Hopes were high, wallets were heavy, but there just wasn't anything to buy. In the 1990s, when outlet shopping first gained traction in the U.S., inventory was sparse. Today, however, these stores aren't just filled with cast-offs and surplus from past seasons. In fact, 80% of the products sold in outlets are designed particularly for those stores, says Marshal Cohen, chief retail expert at the Port Washington, N.Y.-based NPD Group. Although the clothes are discounted 25-40% off regular store prices, they're produced with less frills: Instead of a 100% cashmere sweater, you'll find a more modest cashmere-cotton blend.

The retailers save on production, but they also save by eliminating the middleman, says Cohen. In the end, it's a profitable business despite the discounts consumers receive. These include savings on Lora Piana and Brioni at unisex Jeremy's in San Francisco and 70% off goods from Finish kitchen and bathroom outfitters Arabia, Hacksman and Iittala at Helsinki's Arabia Factory Outlet. Direct factory outrage

Direct factory outlets are a dirty trick: a way for retail property developers to build on cheap industrial land, writes Natalie Craig.

IN SPRAWLING sheds trimmed with foil insulation and fluorescent lights, shopping is an epic adventure. Outlet centres are hunting grounds for that thriving species, the consumer maximus, who will scale mountains of mini-skirts and wade through rivers of size 16 swimmer bottoms in search of discounted prey.

The streets of suburban Melbourne are usually quiet on a Wednesday afternoon, but at the Essendon Direct Factory Outlet the foot traffic is frenzied. Shoppers carry several bags on each arm, half-running from one shop to the next, many with children in tow. Other shoppers wander around dazed, perhaps overwhelmed by the bargains being paraded.

Justin Chen is one such hunter who has emerged triumphant from the DFO. He's here from New York visiting family, and drove about 15 kilometres to Essendon from his temporary home in South Yarra. He's got five bags full of clothes, including two-for-one T-shirts bought at Just Jeans for $40 and a spotty grey blouse from Witchery for his girlfriend, reduced to $59.95.
"I think the trek is worth it," he says. "The clothes are much cheaper than in the US. I'm very happy with what I bought."

Unknown to him, identical T-shirts and blouses were available this month at the same stores for the same price in the city. When I give him this price check, he doesn't mind. "It's still a bargain," he says, beaming.

But perhaps what he does not realise is that regardless of the value of shopping at outlet centres, it is the property developer, not the consumer, who is really making the killing. The cost difference between retail and industrial rents gives outlet centre operators a distinct advantage over traditional shopping centres. And while the sector continues to expand rapidly in Australia, the genuine "factory" savings are diminishing.

Australian Retailers Association director Michael Lonie says outlet centres are clearance houses for retailers. "At the end of the season shops end up with broken ranges where all of the key sizes have completely gone," he says. "They want to get this stock out of their normal stores."
Myer chief executive Bernie Brookes is less diplomatic. He says some retailers are manufacturing clothing especially for outlet centres.

"What was once the competitive advantage of being run-out merchandise at bargain prices has now become the same merchandise under different labels, engineered specifically for those stores," Brookes says. "I would confidently say that the majority of merchandise you're now getting in an outlet mall is not clearance merchandise."

"Direct factory outlet" is a misnomer. Twenty years ago, factories sent their damaged or unwanted stock directly to cheap, Spartan shops nearby, such as those on Bridge Road in Richmond, where shoppers scavenged for one-off bargains. But clothing manufacturing has moved offshore, Bridge Road now resembles a normal shopping strip, and enclosed outlet centres, which look like shopping malls in industrial sheds, are thriving.

The property industry has renamed them "retail outlet centres", and they turn over about $1 billion each year. A Jones Lang LaSalle report in June stated that "the majority of the tenants in an outlet centre are first and foremost retailers, not manufacturers".
A DFO brochure entices shoppers: "How much shopping can you handle?" In Australia, and particularly Melbourne, the answer could be "not much more". There are 15 centres across the country, but expansion plans suggest there could be up to 30 within five years, or one centre for every 730,000 people. The US has about one centre for every 1 million people — and the industry has been declining, with the number of centres shrinking from 329 in 1996 to 225 in 2005.

Brookes says the outlet centre will become a "dinosaur" and that many outlet centres in the US look like "ghost towns". He says the cost of petrol puts people off, and that the business model has lost its competitive advantage, because the same deals are available at clearance sales in department stores and other shops.

Yet developers remain confident. DFO, the market leader, owns three of Melbourne's four outlet centres, at Spencer Street, Essendon and Cheltenham, each with about 25,000 square metres of floor space. (The fourth, Brand Smart at Nunawading, has only 7500 sq m of space and is owned by MacarthurCook Retail Property Trust.) DFO plans eventually to operate 15 to 20 stores across Australia.

DFO's main rival, the Harbour Town franchise owned by ING and Lewis Land, is building a new retail outlet centre at Docklands, just a few kilometres from the booming Spencer Street DFO. Construction is also under way by MAB on a Brand Junction centre at its housing development at University Hill near Bundoora, about 20 kilometres from the Essendon DFO.
How can they afford it, if the market is indeed in danger of oversupply? An Australian property researcher, who declined to be named, says the answer is "deception".

"They are charlatans — retailers masquerading as factory outlets," he says. "Industrial rents in Melbourne average about $60 a square metre, while retailers in DFOs in the same area would pay about $150 to $200 a square metre.

"Shopping centre owners make a substantial investment compared to outlet centre owners, with similar gains.

"If they were selling the stuff nobody wanted to buy, nobody would mind. But besides all the garbage and the size-six shorts, there is full-line stuff in there that you can get in the city."
A SURVEY by The Age found that in all three DFO-owned centres, most shops carried at least some full-price, current-season stock, available at normal shopping centres. Some carried a majority of new-season stock. Discounts, if available, ranged from 10 to 70 per cent.

The purchases of two shoppers at DFO Spencer Street exemplify the new mix of discount and full-price merchandise. Margie Lindley and Brigitta Hudson, who make an annual shopping trip from Adelaide to Melbourne, sit at a cafe in the centre with their shoes kicked off after a long day on their feet. Brigitta has bought some Peter Alexander bath products discounted from $19 to $5, while Margie shows me a cute lime-green T-shirt she bought for her great-nephew for $20 from Seed. She admits sheepishly that it was not on sale, but "she had to have it anyway".
But does it matter if the discounts aren't as good as they used to be? DFO managing director Frank De Rango says there is nothing wrong with merging discounted and full-price stock, and that DFO Spencer Street had a different business model. "It's more of a mix — the Spencer Street DFO is a very prominent site and has a very different flavour," he says.

Shopping Centre Council director Milton Cockburn has no problem with DFO Spencer Street, but is concerned by centres on cheap industrial or airport land, including Melbourne's Essendon and Cheltenham DFOs. He says the Airports Act of 1996, which led to the privatisation of federal airport land, has created an unfair playing field and caused major planning issues. "On one side of the road you have the state planning authority with a retail plan in place making the decision," says Cockburn, "and on the other side of the road you have the federal transport minister.

"Decisions made about major trip-generating activities are being made by the Federal Government without any sort of proper planning advice."
A spokesman for State Planning Minister Justin Madden agrees: "The redevelopment of Commonwealth land in isolation from planning scheme requirements … can undermine state policy, contradict centre planning and affect the viability of nearby strip shopping centres."

DFO had planned a new centre on Hobart airport land, but a decision this month by federal Transport Minister Mark Vaile to approve a smaller centre prompted DFO to shelve its plans. The approval for a 10,000 sq m centre (instead of one measuring 18,000 sq m) was dismissed as too small to gain the "critical mass" needed to attract people to the outskirts of the city.
The Hobart DFO is on the backburner, but in Canberra, opponents perhaps have a better chance of a practical and moral victory. DFO is building a 21,500 sq m centre at Fyshwick — notorious home of Canberra's homemaker centres and porn shops — on land zoned expressly for bulky goods, not retailing. Yet despite the planning discrepancy, major controversy lies with the way DFO bought the site.
On a hot afternoon in December 2005, registered bidders including Canberra Airport owner Terry Snow and Austexx chief executive Geoff Porz walked into an auction room near Lake Burley Griffin, armed with pre-auction valuations of about $13 million.

Incredibly, the site sold for $39 million to Porz. Snow pulled out at $18 million, then slumped out of the auction room, apparently muttering that he thought his was a brave bid.
Tom Snow, who manages his father's Canberra outlet centre, Brand Depot, believes DFO knew something the other bidders didn't: the ACT Legislative Council would allow an outlet centre to be built on land zoned for bulky goods.

"It was bulky goods without exception," Snow says. "But DFO had other evidence that retail would be possible."

The ACT Government introduced retrospective legislation in light of the dispute, and the ACT Auditor-General found that there was nothing improper with the sale.

The matter is before the Supreme Court. "They've put themselves in a very dangerous position by starting construction," Snow says. "There is a potential that the centre will be closed down."
De Rango says he is "not aware of anything before the courts". "As far as I'm concerned all the claims have been dismissed," he says. "We're spending $100 million to build the Canberra DFO, so obviously we don't see that there's going to be a problem.

"People have been agitating against us for years … In venues around the country that we're looking to establish, we expect to have hotly contested debate and perhaps litigation on developing those sites. Everywhere we go, unless we're able to secure a site that has a very clear, precise zoning, we would expect to have someone contest."

The pay-off for all this litigation and angst is the gains to be made from the gap between retailing and industrial prices. While shoppers such as Justin, Brigitta and Margie believe they've nabbed a good deal during recent jaunts to DFO centres, it's nothing compared with the deals retail property developers can reap by setting up on cheap land.

A Canberra Times editorial recorded a pertinent moment at the auction on that hot December day. Porz, while waiting to sign the necessary documents for the shock $38 million sale of the Fyshwick site, allegedly sent his wife a one-word text message: "Bargain."

The Herald Sun has found that almost 75 per cent of women's clothing outlets at Melbourne's newest bargain basement mall are stocked with full-priced garments, with few discounts in sight.

One sales assistant at Direct Factory Outlets on Spencer St admitted that the discounted stock sold at her store was up to four seasons old.

Another estimated that 75 per cent of the stock in her store was being sold at exactly the same price as flagship stores in the CBD.

The Herald Sun went in search of a discount outfit for the Spring Racing Carnival, but got no change from $300.

Prices for racing outfits were the same as in the Bourke St Mall.
Disappointed shoppers Lisa Reynolds, 27, and Lana Bridgman, 25, from New Zealand, said the discounted stock was too out-of-date to wear to the races.
Sue Watson, 58, and daughter Isabelle, 20, from Northcote, said there was nothing in DFO to tempt them to part with their cash.
"We came here hoping to get some good bargains, but the stuff that's discounted is just rubbish," Ms Watson said.

"There's a lot of junk and a lot of expensive stuff."
The Herald Sun's findings follow a similar survey by consumer watchdog Choice, which found shoppers could get value at suburban factory outlets but often ended up blowing their budgets.
DFO spokeswoman Jenny Freyer said the city DFO store did not have as much discounted stock as its suburban counterparts because of the clientele it attracted.
She said city shoppers were more likely to want in-season items.
"Ninety-nine per cent of the stock in our suburban stores is discounted, but our city stores have more full-priced things," she said.

Choice, which will release the findings of its study this week, found a family could save more than $650 off the price of three outfits if they shopped at a suburban DFO.
But the study found that shoppers often spent more than they intended to.
Choice spokesman Chris Zinn said people spent more time and money at a factory outlet than at a mall.

He said unless people had shopped around and compared prices, they might not be aware they were buying full-priced goods.

"There's that expectation of a bargain and people go there thinking that they're going to save some money even if the reality is different," he said.
"The DFO brand is good enough to get people in the shopping centres."

DEGI Deutsche Gesellschaft für Immobilienfonds mbH has purchased the Valdichiana Outlet Village between Florence and Rome for DEGI INTERNATIONAL fund by a share deal. The investment volume totals approximately €88.5 million; the seller is the Italian property company, Gruppo Stilo,the development company of the Percassi Group, which will continue to handle management and letting of the centre.

The property is situated about 30 kilometres south of Arezzo directly on the A1 Milan-Rome motorway, and close to the Siena-Perugia highway. The total floor space, currently measuring 17,540 sq m, has all been let to prestigious international and national branded goods vendors. The shopping centre's architecture is attractive and contemporary; promenades, plus some small piazzas, contribute some typical elements of Tuscan townscapes. The centre's catchment area includes almost four million people. Jones Lang LaSalle and DLA Piper Rudnick have acted as the sole advisors to DEGI on the above transaction.

Valdichiana Outlet Village was developed by Gruppo Stilo as part of their extensive retail development programme in Italy and represents the Group's second Factory Outlet initiative, following the successful completion of the Franciacorta Outlet Village near Brescia in northern Italy. Gruppo Stilo was represented in this transaction by Cushman & Wakefield.
"We are confident that factory outlet centres will permanently change the structure of Italian retailing. The factors driving success here are size and professional centre management," says Bärbel Schomberg, Speaker of DEGI's Management Board. Although there have been autonomous factory outlet centres in Italy only since 2000, the country has developed into Europe's second-largest market in this segment, after the UK, with eleven centres currently up and running, most of them in Northern Italy. The population of Tuscany and neighbouring Umbria, the centre's catchment area, has above-average purchasing power compared to the rest of Italy. In addition, thanks to its location on the "Autostrada del Sole", the centre will attract a lot of tourists.

For 2006, DEGI is anticipating around 3.5 million visitors, and is aiming to expand the centre. By early 2007, the intention is to upsize the area to around 32,000 sq m, and to increase the number of shops from its current 65 to approximately 125. Customers will then have 3,000 parking slots available.

Benetton seeks to diversify

The Benettons and Goldman Sachs were meeting in New York on Thursday and Friday to decide how best to vet and choose investors who want to put up billions of euros to join the Italian family in its latest venture.

The Benettons, famous for their clothing company, are on the move again after months of delays and disappointments over their investments in the Italian motorway network and in Telecom Italia.

Goldman's private equity wing has already put in €1bn ($1.4bn), about a quarter of the amount being sought for investments in global infrastructure assets from toll roads to airports and railway stations.

It is the most dramatic change in the Benettons' empire since the four siblings from north-east Italy founded their clothing group in the 1960s.

The family has also been joined by Mediobanca, the Italian investment bank, which has put in €300m. They want another €2.7bn.

Gilberto Benetton, one of the siblings, said this week: "We are aiming to sell up to 49 per cent [in the venture] and we are looking for three partners, possibly from Asia, the Middle East and eastern Europe who will bring business and not just financial resources."
The Benettons are worth more than €9bn, half of which is in their global clothing business and half is in Italian infrastructure.

They are also present in Telecom Italia, a bad investment which started in 2001 and has cost them €1bn in writedowns as the value of telecoms assets has shrunk.
The Benettons are staying in the controlling shareholder group as it changes hands from Pirelli, the tyre company, and its partners to a consortium including Telefónica, the Spanish telecoms company. Regulatory delays continue to hold up the transfer of control and T Italia has been in limbo for months.

The family's other interests run from Atlantia, the company which operates the majority of Italy's motorway toll roads, to airports in Rome, Florence and Turin and a share in 13 of the country's main railway stations. They also control Autogrill, the roads and airports caterer.
The first effort to make the portfolio more international fell apart last year. Atlantia, then called Autostrade, saw its merger plans with Abertis of Spain scuppered by the Italian government. Rome, which is being investigated by the European Commission over the affair, announced a wide-ranging review of the economics of toll road concessions.

While the review was running, it made Atlantia's future profitability impossible to assess, and the merger hard to conclude.

The threat of losing the concession has recently been lifted, with Atlantia reaching an agreement with the government which could be passed by parliament next year.
But it is probably too late to revive the Abertis deal. The Spanish strategy has moved on, and so has that of the Benettons.

For the first time the Benettons want to dilute their holdings substantially to allow in others. The infrastructure side of the business, named Sintonia, is broadly doubling its capital base from €4bn to €8bn, and being supplemented by €2bn borrowed from the Royal Bank of Scotland.
People close to the family say they were jolted by the bad publicity arising from the Atlantia dispute with the government. Antonio Di Pietro, the infrastructure minister, made much of allegations that Atlantia had been taking toll money but failing to invest it in the network as promised.

The company admits it is hundreds of million of euros behind in its investments, but blames regulatory and planning delays. The finger-pointing and bad publicity is going to continue for a long time.

Of 3,800km of motorway under Atlantia's control, only 800km has more than two lanes on each side. While the rest is being upgraded slowly in coming decades, the Benettons hardly want to be perceived as foot-dragging profiteers rather than path-breaking purveyors of fashionable clothing.

One person close to the family said: "We want to separate the joy of buying clothes from the pain of paying for tolls."

Outside investors would also help to secure the future of the Benettons' fortune by bringing in hard-nosed and long-term financial partners.

This is linked to generational change; the siblings are not getting any younger. Luciano Benetton, who is 72, has already handed over control of the clothing company to his son Alessandro. Gilberto Benetton, who has been in charge of the investments, is 66.

So what is the pitch for new investors? The deal with the government has cleared the air over Atlantia, which accounts for about 75 per cent of the Benettons' infrastructure investments.
Rome's airports have also recently seen a power struggle resolved. The Benettons and partners bought out the share held by Macquarie, the Australian bank.

But although passenger traffic is set to treble over 20 years, there is uncertainty over Alitalia, the ailing airline, and airport concessions in general.

That uncertainty also afflicts Turin and Florence airports, the family's other existing investments.

Part of the attraction of the scheme is the investment opportunities outside Italy.
As Gilberto Benetton implied, Sintonia's partners will be expected to open doors around the world.

The selection of new investors will probably continue until the middle of next year.
After that, people close to the company say, if Abertis and Atlantia want to revive their merger, the Spaniards can be absorbed into the new financial structure.

Burberry Sales Climb

Oct. 16 (Bloomberg) -- Burberry Group Plc, the luxury-goods maker whose founder created gabardine fabric, said second-quarter sales rose 9 percent as the company added metal-studded Knight handbags alongside its range of tailored trench coats.

Revenue climbed to 281 million pounds ($573 million) in the three months through September from 257 million pounds a year earlier, the London-based company said today. The stock fell as Burberry said it will spend about 4 million pounds more than planned this year to improve computer systems.

``This was a solid, although not flawless, trading update,'' Andrew Wade, an analyst at Seymour Pierce in London, wrote in an e-mailed note. He maintained his ``hold'' rating on the stock.
Chief Financial Officer Stacey Cartwright said accessories sales rose 35 percent in the fiscal first-half as the company introduced Knight bags for 1,595 pounds and Beaton styles for 1,095 pounds. Burberry opened 11 shops in the first half to add to revenue from its own outlets, which is more profitable than sales through wholesale customers such as department stores.
Burberry shares dropped 17.5 pence, or 2.6 percent, to 648.5 pence in London. The stock has added 20 percent in the past year, the fourth-biggest advance in the 14-member Bloomberg European Fashion Index, which has gained 11 percent.

Atlas Plan
The cost of installing new computer systems will be about 19 million pounds this year, more than Burberry's previous estimate of 15 million pounds, the statement shows. The company delayed introducing a factory warehouse system in September to avoid potential disruption of the large quantities of goods being handled, Cartwright said on a conference call.

Total costs of the so-called Atlas plan will remain at about 50 million pounds over three years, and about 20 million pounds will be added to profit as expected in fiscal 2008, Burberry said.
Cartwright said that the company is ``comfortable'' with analysts' estimates for earnings before interest and taxes of about 210 million pounds this year, before costs of the Atlas program, reiterating previous targets.

The second quarter sales figures were a ``positive surprise,'' said Nicole Quinn, an analyst at Morgan Stanley in London who gives Burberry stock an ``overweight'' recommendation. She singled out the 35 percent gain in accessories revenue.

Store Openings
Store openings expanded Burberry's selling space by about 12 percent in the first half as the company sought to catch up with Louis Vuitton, which has almost 50 percent more outlets. Burberry plans to open stores in Budapest, Copenhagen, Los Angeles and in Florence and Venice in Italy during the second half.

The U.K. luxury goods maker promoted more expensive outerwear styles, such as the studded trench coat singer Jennifer Lopez wore to Radio City Music Hall last month.
Cartwright said Burberry expects wholesale sales to rise in the ``mid-teens'' excluding exchange rates in the second half.

First-half sales rose 15 percent to 449 million pounds from 392 million pounds a year earlier, matching the median of five analysts' estimates compiled by Bloomberg. The performance was ``consistent with'' its annual profit forecast, the company said.

Revenue climbed 20 percent at the company's own stores and accounted for 45 percent of total sales, Burberry said. Wholesale revenue gained 14 percent. Store sales usually are stronger in the company's first and third quarters because wholesale orders are booked in its second and fourth quarters.

Revenue from licensing its name for use on goods such as perfume fell 3 percent in the half, according to Burberry, which outfitted Norwegian explorer Roald Amundsen's expedition to the South Pole in 1911.

Cartwright said the company expects to spend between 20 million pounds and 30 million pounds buying back its own shares in the second half after repurchasing stock worth about 40 million pounds in the first six months.

Factory Outlet Centre in Hobart?

The future of a $100 million retail development near Hobart is in doubt after it was approved by the federal government but then immediately dropped by the developer.
Austexx wanted to construct a 17,000 square metre direct factory outlet (DFO) on commonwealth land near Hobart Airport.

Federal Transport Minister Mark Vaile said Tuesday the plan for the construction of a major retail centre had been approved but the size had been cut to about 10,000 square metres.
Austexx said in a statement that it was not prepared to reduce the retail space, based on the larger sizes of its five other successful DFO outlets around Australia. The development had provision for a bulky goods centre, factory outlet shopping and a homemakers centre.

"My decision follows extensive public consultation undertaken by Hobart Airport last year and takes into account the comments made during the process," Mr Vaile said.

"My decision to approve an area smaller than the 18,000 square metres applied for will provide a beneficial development for Hobart while limiting the impact on existing retailers," Mr Vaile said.
The single storey development would have combined the airport retail centre and provided parking for up to 2,300 cars.

Tasmania's Treasurer Michael Aird said he was disappointed that Austexx had decided not to proceed with the DFO.

"The Tasmanian government will continue to do everything we can for Tasmanian consumers," Mr Aird said.

"We will be working hard to breathe life back into this project to make it viable."
He said the Austexx proposal would have been a significant development for the state economy and Tasmania's consumers would be the big losers.

"I understand that Austexx wanted 17,000 square metres and that the 10,000 square metres approved by the federal government is not sufficient to meet their needs," Mr Aird said.
"I hope that the opportunity is not lost forever and that the project can be resurrected after the uncertainty of the federal election is over."
